FARMERS' SUBSIDIZED INSURANCE EXPECTED TO TRIGER A ROBUST DEBATE AT 2012 NERPO CONFERENCE.
The livestock emerging farmers from across South Africa will gather at the 15th National Conference of NERPO, to tackle among other issues, what is believed to be thorny issue for the emerging sector, a subsidized insurance for their livestock. The issue is expected to trigger a robust debate between government and the emerging farmers. The Conference will be held at The Spring Show, Tshwabac Centre, Pretoria Show Grounds from 4-5 September 2012.
"Emerging farmers have over the years been victims of stock theft and natural disasters owing to veld fires, increment weather and animal diseases. Our members have for the past 10 years been complaining about the intricacies they are subjected to when claiming compensation through government's Disaster Management Fund. It will take years before their claims were approved and this has adversely affected their farming to appoint of quitting farming"said NERPO's Group Managing Director, Mr. Aggrey Mahanjana.
NERPO has already engaged with government on the need to introduce a "transformation levy" with which to fund the proposed insurance, education, training and mentorship programmes.
The Conference will also be graced by the presence of the Chairperson for the Portfolio Committee on Agriculture, Forestry and Fisheries, Mr. Mlungisi Johnson who is expected to address the farmers on policy prepositions of the ruling party and government on the farmers subsidized insurance as well as proposed interventions on challenges facing the Department of Agriculture, Forestry & Fisheries.
NERPO has also called on government to strongly consider a review of recapitalization and development programme as well as subsidizing electrification of rural farms.
"Smallholder farmers have very limited access to electricity and in cases where they do, and the price is exorbitant. NERPO calls upon government to subsidize farmers on the usage of electricity and/or establishment of cheaper sources of energy on farms, such as solar and wind power" Mahanjana argued.
